The Westchester County Bar Association (WCBA) has announced its candidate ratings in connection with the November 4, 2025 general election for various judicial offices. This announcement comes after the WCBA Executive Committee confirmed the report of the Judiciary Committee’s findings.

Every year, the WCBA’s Judiciary Committee meets prior to each annual election to interview Judicial candidates. Each candidate completes and submits an extensive questionnaire along with written submissions. The Committee interviews the candidates and reviews each candidate’s questionnaire, qualifications, written submissions as well as state records concerning ethics and judicial conduct. The Committee also contacts each Judicial candidate’s references.

The interviews and published ratings are performed as a service to our members and the general public. This year the WCBA Judiciary Committee screened the following candidates for judicial office and reached the findings presented here.

Committee members included: Angela Giannini, Chair, Mayo Bartlett, Donald Derrico, Adam Glatt, Marilyn “Mike” Faust, Sylvia Goldschmidt, P. Daniel Hollis, Patricia Kitson, Christopher Meagher, Andrea Rendo and Judson Siebert. 

Angela Morcone Giannini, Esq. has been a member of this committee for over 10 years. Ms. Giannini is a partner at Fontana Giannini LLP in White Plains, New York. She is a trial attorney dedicated to the representation of injured parties and their families in personal injury and medical malpractice cases. Ms. Giannini also serves as Vice President of the Westchester County Bar Foundation.

EXPLANATION OF JUDICIAL RATINGS

2025 Exceptionally Well Qualified:

Possesses the highest level of character, temperament, professional aptitude and experience for the judicial bench the candidate is seeking.

Well Qualified:

Possesses a significant level of character, temperament, professional aptitude and experience for the judicial bench the candidate is seeking.

Qualified:

Possesses the requisite level of character, temperament, professional aptitude and experience for the judicial bench the candidate is seeking.

Meets Minimum Requirements:

Candidate meets minimum requirements and has no significant negative impediment for the judicial bench he/she is seeking.

Not Qualified: Candidate has some characteristic which would indicate that the person is a poor choice for the judicial bench he/she is seeking.

Failure to Appear: Any candidate who fails to appear will be rated

Not Qualified by Failure to Appear. No candidate may withdraw from the interview process or decline a rating
